No he isn't. He said it needs to go up. He didn't say he will support or push for a law. He obviously wants the states to set it as a policy matter and he said that in plain english. It's sort of like Obama saying "I believe a public option is the best thing to do" while we all know he already made the backdoor deal with the insurance comapnies for the individual mandate.

If he really was serious about pushing fir a $10 minimum wage he would say he pass a law as president, not just say "it needs to go up folks " then in the very same breath say leave it up to the states.
