Building the wall was his platform. And so was making Mexico pay for it. I don't
think they will, but the good shouldn't be the enemy of the perfect.
As far as "mandate", meh. The White House, and both Congressional Houses are controlled by a Republicans. Expect Republican policies.
I know you probably just trolling, but if the wall gets built it pretty much means jaguars will die out in the USA. Likely ocelots and jaguarundis too. The Mexican Wolf population would be split in half and have a much more difficult time surviving. Bears, pronghorn, and all sorts of smaller stuff like reptiles and frogs would have their habitat majorly disrupted too.
And not even for a reason. Everyone knows that it ain't gonna do crap - most of the drugs already coming in through vehicles and tunnels, and the people desperate to get in are gonna get in one of the many other ways people already been doing it. Spend billions of dollars and disrupt hundreds of miles of habitat just because your president needs a signature "achievement" and can't get anything useful done.
