And as expected, it is everything you'd expect from a budding authoritarian. It's dressed up as a plan to make communities "safer," but the actual text reads like a manifesto. It pushes for more aggressive policing, guts oversight, seeks to criminalize reform efforts by framing "DEI" policies as unlawful and dangerous, and expands the use of military assets in local law enforcement. All while framing any attempt to address racial bias or police accountability as some kind of threat to law and order.
This completely shields police from any and all consequences, even in the most obvious cases.
Everything in here should be cause for concern, but these are the most egregious.

He is effectively trying to criminalize police reform and accountability by making it sound like even acknowledging systemic bias is a threat to law and order.
Section 2:
This removes a critical check on police misconduct. Cops already have qualified immunity, but this goes further by actively protecting them from consequences even when their actions harm the public. I bet the "pro bono assistance" is going to come from the Law firms he extorted for free services.
Section 5:
This section straight up talks about going after local officials who put checks on police or tries to hold them accountable. The chilling effect will be huge and lead to people being afraid to take action due to the threat of federal prosecution. The line about "obstruct criminal law enforcement" is so vague that it could be used to apply to simple criticism.
Section 6:
This frames domestic law enforcement as a national security issue, which invites the use of federal "anti-terror" resources and tactics. We all know where this will be deployed.

The Attorney General shall take all appropriate action to create a mechanism to provide legal resources and indemnification to law enforcement officers who unjustly incur expenses and liabilities for actions taken during the performance of their official duties to enforce the law. This mechanism shall include the use of private-sector pro bono assistance for such law enforcement officers.

(a) willfully and unlawfully direct the obstruction of criminal law, including by directly and unlawfully prohibiting law enforcement officers from carrying out duties necessary for public safety and law enforcement; or
(b) unlawfully engage in discrimination or civil-rights violations under the guise of “diversity, equity, and inclusion” initiatives that restrict law enforcement activity or endanger citizens.
