There's definitely a degree of "control" the federal government exercises over state and local law enforcement, especially through funding, resources, legal backing, and policy guidance. While it's not direct command, it's still powerful influence. DOJ memos and guidance from the AG can be used to set the tone nationwide. And depending on the type of administration, can encourage certain practices, while discouraging others.

Under Obama, the DOJ under Eric Holder focused on reform and accountability. They investigated departments for civil rights violations, issued consent decrees, and implemented reforms to curb unconstitutional stops, searches, and use of force. But under Trump, with Jeff Sessions, and now Pam Bondi, that has shifted hard the other way. Sessions reversed many of those reforms and pushed for more aggressive policing. Bondi is following the same path, and prioritizing policies that shield police from consequences, undermine oversight, criminalize reform efforts, and promote aggressive tactics.

So even if the federal government can't "control" local departments outright, it can absolutely shape what kind of policing gets rewarded, funded, and protected, and what kind doesn't. Remember, the institution is far more receptive to policies that "unchain" them than to those that hold them accountable for abuse.
