He's saying that his personal view is that slavery is wrong and all men should be free, but as president his duty is to preserve the United States first and only to end slavery second. As it turned out he was able to do both AND get Black men the vote too.

North Carolina will not flip. NC is racist outside of Charlotte. I don't think Biden will win Raleigh in a landslide. Neither Texas or Georgia will flip. I am from the deep south. These white people are not changing. Y'all move to Atlanta or Texas hoping for the state to flip blue. It is not happening. Move back to the Northeast or the West Coast if you want to live in a liberal state. You won't find it in Georgia or Texas.
All the way back in 2010 when he was Obama's VP they reduced the crack-coke disparity by a factor of six. That was one big step in rectifying it.
Obviously there's far more work to be done than that, but his plan does at least claim he'll do some of it.
He kinda did with clemency, but I would like for him to go more into detail. This policy needs some work, especially his ideas toward policing.

- Build on the 4th amendment. The police shouldn't be able to enter your property, search your property, or access your technology.
You do realize North Carolina went for Obama in 2008, right? And Georgia had to engage is massive voter disenfranchisement to keep a Black woman from beginning the governor.
Every major city in Texas is Blue now and it's only an election or two away from happening for them.
