As a southern marsupial that was born and raised up north...there's tons of black communities mainly in the sound. Hell, Prichard, Al enduring a water crisis and this shyt is right on cue with deading any sort of resolution to that matter.
Also majority black could mean "all black" as the shyt could manage to put a end to Flints water issues by telling them to eat a orange dikk.

Also the the water crisis in Prichard, Al happened under Biden and he could have fixed it under his $5B infrastructure plan, because the water crisis was due to a decaying water infrastructure.
Also, the Flint water crisis started in 2014, under Obama and Obama could have fixed it.

Parts of Cancer Alley have the highest risk of cancer from industrial air pollution in the United States. These harms are disproportionately borne by the area’s Black residents.
