this isn't actually a ban on 4 year schools since under the new rules the student can re-up for another 2 years as many times as they need

they selected all countries with a >10% visa overstay rate. whether they picked a number this low to exclude mostly african countries, well the reader can take a guess.

personally i think it's just stupidity/collective punishment from the trump admin instead of racism. the reporter who broke this said the pacific country of tuvalu got on the list because they have a 17% overstay rate, but that's because only one of their six students last year overstayed.

From what I understand he isn't banning these people all together he is just shortening their Visa so they would have to reapply in a shorter time interval because a high percentage were overstaying their visas.
