One of the reasons 9/11 was able to happen was due to confusion and lack of communication between US intel agencies. That's changed dramatically in the years since. Wannabe terrorist outfits get nipped in the bud on a regular basis now. Some still slip through the net, but it's much harder to hide a major operation than it used to be.

Still, there is always some kind of disaster in the future. And yes, a guy like Trump would want to take advantage of it.

This might make you sleep better at night, but it's not necessarily true. Lack of communication due to territoriality and disagreements throughout the investigative process are still a major issue.
