I think he confused "grab the brass ring" with doing whatever tf you wanna do.
Taking a chance and trying to grab the brass ring was believing so strongly in his idea that he went over his bosses heads and took it directly to Vince. Being a moron was ignoring orders and doing it anyway when Vince said no.
