You gotta pay what you owe but in THIS particular instance Dr Khalid and Pac knew each other and the song was out while Muhammad was alive and he never publicly complained or filed suit so i’d say that if the estate wants money they should have tried to take proper routes to maybe get Pac’s estate to license the speech for future royalties not in attempt to get any back pay and disparage Pac’s name or reputation like he “stole” the sample.
