I don't think dude is a "billionaire" looking at other articles as recently as couple months ago it said his net worth was at $600 Milli.
The forbes article says he earned a billion+ since 2005 and purchased some properties. None of this means that as of today he has a Billi in assets & cash.

RANDOM EXAMPLE: most "middle income" families will hit a Million earned over the lifetime of employment. But few of those families would ever be considered outright Millionaires at any point in their lives in terms of assets & cash.
