Ortega isn't a wrestling specialist like Maia; he gets his submissions mainly through wild scrambles or knocking down/stunning his opponent and snatching a neck or limb in the heat of the moment. He doesn't have the takedown acumen to hold someone big like Max down long enough to pass and submit them. You saw him try for takedowns in multiple rounds and even try to pull guard at one point; his striking defense failed him, not his gameplan.
