Lots of people don't have resources to flee on their own. When you leave on your own you need to secure shelter and transportation. When a crisis breaks out humanitarian efforts are supposed to cover those things.

They thought Putin was bluffing. I did too, but from thousands of miles away. Honestly if I was there and I saw US evacuating it’s people, I would have gotten out of dodge. Soon as Biden said, if you stay in Ukraine, you are on your own, I would have been out.

I'm seeing stories of Africans caught in the war escaping to Poland..
Could be they're looking at immigration documents and country of origin etc. I know most nations in the west won't take in Nigerians or even give them visas, but would take in other nationalities from Africa.
