It goes beyond that. Save for privileged white communities, they are suited for war and ready to shoot anyone who looks "dangerous." It is the unfortunate fact though that us blacks are disproportionately in those areas. The system of law enforcement is fukked. Even if the police force was all black, the same attitude would prevail.
