X-ray is used directly on structural parts to detect defects. It requires having direct access to both sides of a specific part. It is not ground penetrating. It doesn’t map whole areas. The radiation required to push X-rays through the ground is higher than a nuclear weapon going off (even nuke weapons don’t produce radiation blasts that can penetrate bunkers)
LiDAR requires direct line of sight to measure areas and layouts. It is not ground penetrating.
