He can't redownload PS+ titles from previous months once he lets his membership lapse, hence the term "rental"

That wasn't his question...it had nothing to do with letting his membership lapse. He was just asking being a PS+ member could he go back to download free games from previous months. I told him if he originally downloaded it or if it was in his download queue he could (being that he is CURRENTLY a PS+ member)

You can DL titles you've "purchased" from before if membership lapses. They'll disappear from your DL list but re-appear when subscribed.
