The actual census survey is every 10yrs. But I think they do estimates every year or so..

I've been to DE plenty of times. The city of Wilmington(their largest city) is pretty black. Also parts of Dover and the eastern shore I believe. I met this cute black marine chick from Delaware once.

Seems like black people are wasting their population power by being in large numbers in some states but still being very low in percentages in those same states. That is what you call hustling backwards politically.
