Florida seems to be rising to.. Actually I don't know if their black pop rose or fell. But they just passed NY. So maybe in rose, especially due to the instability in certain west Indian nation's. In that case Fla could probably crack 4million also.

Wilmington, DE is just 20 minutes from Philly and it's even counted as a part of Philly's metro area. The rest of Delaware is where it's dry.

Yeah, I moved out here to Arizona from Ohio, and I swear like 80% of the time I meet someone else black, they mention they're from somewhere in the Midwest. There's a LOT of folks from Chicago out here.
