That's not advice though.

Just a statement.

Like a Delbert cartoon.

I went to a financial advisor

What did he say?

Save more, spend less.

But it is advice, sound advice.
People just don't want to listen.
Others don't want it to be told.

It's not about wanting to listen or not wanting to be told. It's not helpful. It's not sound advice at all.

If your kid was drowning and someone stood at the edge of the pool and shouted "get out!" Would you say they advised, helped or assisted your child?

Now if they said something more like "come toward the edge!" While sticking their hand out or "grab on to the rope" or "kick your feet" or better yet jumped in and tried to save your kid, do you see how the actions are more advisory?

Your examples make sense, but isn't applicable in this case.
People, companies, organizations pay milions for advice - branding, risk, financial, product, advert, and political to name a few areas.
No one is literally holding anyone's hand, yet the advice remains a valuable commodity.
In this case, the advice is free and presumably from a sincere place.

All Richardson has to do is take it.
