when i was growing up it was still pretty common to shyt in the woods and wipe with this one special leaf. looked like a banana tree leaf. broke people did not spend money on toilet paper. they still had that natural toothbrush and wipe.

Soap and water.

Therefore, I clean the toilet seat in public restrooms. Then I proceed as normal.

If you just have to shyt in public this what you must do. Soap it down thoroughly. Then put paper on it. Then sit.
