How is Goku a Mary Sue? He is the primary protagonist and he trains all the time. He is just more talented than Vegeta.

Vegeta is a legend though but he will always be behind Goku strength wise like all of the other characters.

Vegeta is only a legend through lineage and that's only on planet Vegeta. Yamcha may be a baseball legend and Gohan is a legend as saiyaman. Piccolo is remembered for the martial arts tournament. After planet Vegeta got wiped, nobody cared for Vegeta at all.

Let’s ignore super because it is trash. Goku’s super Saiyan transformation is a combination of hard work and emotional devastation. Goku was training in a hundred times earths gravity, recovered after his body was destroyed which gave him a power boost something Vegeta benefits from three times on namek and even has krillin almost kill him so dende can heal for a power boost before getting waxed by Frieza. Then fights Frieza and is pushed to his limits before watching krillin die which puts him in mode just like in dragonball. Goku loves a challenge and rising to the occasion but he values the relationships of the people around him more which allows him to reach deeper depths of power. Vegeta likes power to inflate his ego and that has always held him back. Him admitting that Goku was the best in Z was him finally seeing that doing things for the wrong reasons will never equal doing them for the right ones.
