Cuban intelligence runs Venezuela.

Wagner Group and Cuban intel quietly replaced Maduro’s upper-level security services a few years back.

If he tries to leave the country, that raises the possibility of the Venezuelan government taking marching orders from a leader (Gonzalez or Machado) who’s lying outside of the auspices of Cuban and Russian intelligence.

If they just kill him, there’s no such problem.
