google is not a telecomm company. google fiber is just one of their hundreds of side projects. they were never going to be a major player in this, especially now that they see just how expensive it is to try and run fiber all over a city. they tried to come to dallas set up shop but AT&T owns all the telephone poles and wouldnt let them do aerial lines, or would let them for a huge fee.
