The guy that got beat had mental health issues. He shouldn't have been on that tier to begin with. It was gang unit. He was arrested for failure to appear for sentencing of a previous charge. He was most likely looking at probation.

I read that over 90% of inmates are in there for non-violent/non-sexual offenses. This isn’t surprising when keeping prisons full are incentivised sadly.
