In some cases, maybe, but that is a good point. For this particular song, the original sample that "Oochie Wally" used was from an artist named Gong from their 1975 album, "Shamal". Released on Virgin Records. Virgin's catalog is owned by Universal Music Group. CMG is under Interscope, which is UMG, so maybe this one was easy to clear.
