If you drive a car than you should be well versed in the basics of repair and maintenance. The problem I see is that she has no idea what she’s doing, so she blindly fumbling around, that’s not learning.
On the other hand there’s nothing to be offended by, and dude that tweeted this out seems like he’s offended that some random woman would refuse his help.
People have turned down my help multiple times, and it’s never made me upset, that’s weird.

One thing about dudes is for anything car related, a man is always gonna try to help someone. Whether you're a man or woman, a dude WILL offer to help you in most situations. Her perspective is basically the perspective my dad drilled into me - you need to be able to change your own tire and it's best if you do it by yourself, to ensure you learn. I got no issue with that.
