Ok so two things.

There is a route to the keeping IHart but they couldn’t draft in the first round. they basically can’t add a lick of salary beyond who is already on the roster.

They can add as many vet minimum and 2nd rounder you want to your team after you reach the “Hard Cap”.

Lowkey this draft sort of points to them keeping IHart & makes sense because non of the apron penalties affect teams in the second round.

Also the majority of people they scouted was in the second round this year.

That draft and stash goes over to Europe and they can always add him next year or trade him depending on what the cap looks like.
