That's a part of it, but even still, the lack of personality shows in everything outside of just a plot/story for the series. There's been other fighting games were the stories were delivered half-hearted, at best, but the characters still shined with much personality. Barring some extremely rare exceptions, most of the characters are about as drab and generic as they come, in their overall aesthetics, their voices, hell, even their moves, while animated well enough, lack flair that most fighters have in spades.
tekken reinforced their characters by the second game. doesnt help the vf series that the 3rd game series almost killed the franchise, while tekken 3 was a turning point and characters have gotten crazier somehow, while vf characters are straightlaced to be almost boring, which is amazing considering the final boss is a shapechanging robot mother of one of the characters. sega needs to either merge the fighting vipers characters with the vf series, or give us another fighters megamix game that ramps up the sega guest characters

Yeah, I've been saying they should just scrap everything but the engine and either redesign characters from the ground up or do like you're saying, just apply their other gaming series characters in VF's engine as replacements for current VF characters, add like 1 new mechanic and start a brand new fighting game series.
Sega did not do right with this update at all. They made it seem like we were going to get all the customization from the previous versions but we didn't and they are nickel and diming in the process too. You get very little with this update.
