My guess is that there isn’t going to be a block button but more of a counter button. Like, you could still block, but you can’t hold it, you’d have to time it. But I’d say block because the timing wouldn’t be “counter” timing

I would love a fighting game that is mostly defense based. Blocks, dodge and parries, look for openings to strike, etc.

thats what would make it look like an actual martial arts film

Considering how VF is known as a very aggressive offense and defense game, just off the concept video, I can see their vision on what they're going with.
