You can question whether the russians are operating in good faith in Africa but putin (fake quote or not) is 100 percent correct here

He ain't lie but the "cemetery" is being developed.. Our corrupt leaders are to blame for the culture of flight and hopelessness. If Africans didn't leave Africa to bring back money ideas and development on our own we would be at the mercy of our leaders. We choose to bypass them and do for self.
