It could be your headphones, or if you have YouTube and connect it to your Tv from your phone your volume will jump at random.

Reset to factory and take the L.
If it still dont work it's hardware that you can warranty.

I have a Galaxy Note 8 and there is an app that does the same thing to my phone when it is loaded or in the background.
Tagged was the culprit. Not only is it a gateway to ratchet p*ssy, it gave my phone a STD.
Close it when not in use and the problem goes away.

Check all the apps and see if one of them is causing it
