Pizza shop pops up across the street, some dude comes and threatens the owner unless he pays a ridiculously huge tax, pizza owner runs to the local gangster for help, local gangster takes 15% of the business or will collect a reasonable weekly tax payment for protection...local gangster gives his solider who initially went in and threatened the guy a pat on the head, maybe even a small cut of the money.
