I think that the first thing you'd want to do is convert the .wav file to an .mp3

There are some things you can download to do that--but I think that you can just drag and drop into iTunes and it will convert it for you. After that you should be able to upload it to SoundCloud or wherever you'd like.

can't download from soundcloud, I still don't understand why he could upload to speedyshare once converted but whatever

I'm pretty sure that you can--just most folks that have their stuff up there don't want it downloaded so they don't enable the feature. But sure SpeedyShare works too. SoundCloud is just what immediately came to mind.

Do bandcamp.com bruh. That's what I use for podcasts in Higher Learning. It works great. It's free and gives unlimited storage

Podomatic only gives you a finite amount of free space. Bandcamp gives you unlimited storage. That's why I moved the HL podcasts there when we ran out of space on podomatic and they wanted to charge $88 for more space. Bandcamp is the way to go if they want to make this a regular thing.
