From Pop's reaction I don't think he was actually "dying" the way Mike Brown interpreted it, Pop was probably being serious, in fact at his press conference he isn't laughing about it at all and stated that when the cops tell you to move over then you probably should move over, he didn't chuckled once saying it.

I took Pop's laugh as more of disbelief more than a lighthearted chuckle. Pop admitted to both the press and Mike that he didn't know who it was in that black range rover that was blocking the team bus and that's why he alerted the police, it seems like everyone is aware of the situation except Mike Brown.
