People try to hate on Buff and act like he wasn't popular with the fan's. But if you look at Nitro from the late 90s until Wcw went out of business he received a good reaction from the crowd. I remember on one Raw after Vince McMahon had brought Wcw, Vince was in the ring asking the fans in the arena who they wanted him to bring into the WWF the fans cheered bringing in Goldberg, Scott Steiner and Buff Bagell, but booed bringing in Hulk Hogan, Lex Luger and a third person who I can't remember.
