I liked Kurt Angle as a solid technical wrestler, but I hated his good guy heel character (which was the point).

and that completely negates this HBK/Bret wasnt a draw talk that a lot of people go to...ok they single handedly couldnt pull a sinking company up, but people cant deny that they got a reaction out of the people.
and to answer the OP question, yes Kurt was a draw because he was already a low level celebrity being a gold medalist and he came in and was a heat magnet somehow.
