you can run watch dogs with the e3 mods on a r9 270x for under $150
I can personally vouch, my 270x runs it at about 50fps.
What CPU you got?
I got a FX 6300.

. The ultra mod boosted the fukk out of my performance. Hovers around 40-50 fps but it still has some drops.

My performance is always 30ish fps on foot and up to 40 in open empty areas but as soon as I start driving the performance will have dips into the 20s. It seems like the biggest performance hit is the level of detail option.
edit: I just installed v0.97c of Theworsemod and it looks crazy but damn at the amount of DOF. Besides that performance is much better. Basically the only option that seems to affect my framerate is level of detail. When I put it on anything above low, my framerate can sink below 30 while driving straight down that street in front of your safe house in the beginning of the game. I can put everything else on ultra and it won't change my performance. I'm running on high textures too. With ultra settings except LOD on low, peformance is pretty much 30fps thats 45ish on foot.
Not bad at all. This runs better on geforce cards though. My cousins rig is exaxctly the same as mines, same mobo, same cpu except his video card is a 660ti and he gets 35-40fps on the same settings as me.
