I get the sense that he is talking about women but purposefully worded it in such a way so as to make it seem that its both a men and women problem.
Just my hunch after watching the clip though so it might just be me.
in any case, at least for me, i don't usually come across any men who are usually bored. if i do then they usually just pass the time by playing video games or watch sports while smoking a blunt. Or generally have some type of hobby that they can fall back on.
I've come across WAAAYYY more women who always seem bored and have a constant need to be entertained. I even had to break up with a girl one time because she had no life outside of the relationship and just had an urge to always be doing some activity that had to be exciting and thrilling.

Raised by grandparents. Not to dump on them as nobody gets to choose their situations they are born into. Both parents working isn't ideal for raising kids and the country is about to really start reaping that which was sown a generation ago.

I mean , dudes ( at least young ones ) be doing stupid shyt looking for that thrill/pleasure without thinking of the consequences. From getting on top of a moving train to hijacking cars for a trill. You got to be bored out of ur mind to do something like that , if something normal ain't enough.

This is true. but on a balance of probabilities, those guys tend to be an extreme minority. its just that those guys that do those crazy things tend to get alot of attention on the count of the fact that their doing something so crazy.
But most dudes in real life aint doin crazy shyt like that.
