No. Wesley was pitch perfect for that role. It doesn't hit the same with a Blair Underwood. Wesley captured basically took the kingpin drug dealer aesthetic and turned it up to 1000 which worked to the advantage of the exaggerated tone of the movie.
I don’t think he is a good fit for this movie. He MIGHT could pull off Anthony in Dead Prsidents but I doubt it

Life is absurd. Lean into it.
He plays a subdued sociopath well, Just Cause and that Madam CJ Walker movie, but he doesn't or hasn't demonstrated he can do over the top bad well. Wesley is iconic at it; nino obviously, Simon Phoenix, the General from Coming to America 2.
