Teams were willing to pick up Reuben Foster and Greg Hardy, but somehow teams wouldn't want a 25 year old franchise QB if the cases play out and he doesn't end up doing any legal time
There's teams out there that would give them one pick now even with all this going on, so the Texans aren't going to release him and get nothing in return but aren't going to give him away for pennies knowing what they could potentially get if the legal matters clear up.

He's an asset in limbo, that depreciates his value on both sides of the equation. Houston would get pennies on the dollar for a top 5 QB, and other teams have no idea what type of punishment he may be facing. Makes sense to just hold tight and hope it works itself out.
The moment the Texans actually consider trotting him on the field is the moment that the league steps in and puts him on the Exempt List. How they worded his inclusion on the top 100 players in the NFL alludes to it.

I like DW as a player but.....that's some 1989 Herschel to the Vikings shyt right there. Draft picks in football are too valuable and the AFC East is more "open" than its been in 2 decades.
