This has never worked in the history of this country. Even in the most affluent areas. They are always ripe with abuse whether mental, emotional, physical or sexual. Kids are smart, a majority of them know they are being gamed. Just being taken care of until they're of legal age. Families and providers, agencies making money off of them. Sure some make it out, plenty of success stories, but that's not nor has it ever been the general status. It's never been an applicable solution like "ok, well this is what's best for the child and we have the resources to make sure they're ok!" It's akin to one black superstar basketball player that made it out of the hood to the NBA and saying "why don't we build more basketball courts and provide balls for that community, they just need something they can't hold on to."
