first off the amplified nature of all these "shootings" as cops issue no specific details on the violence they just blast a major number of shootings a couple of encounters and blow it up to the point where the world will believe the south side of Chicago is a war zone.

what comes with federal assistance? the circumvention of constitutional laws, curfews, longer sentences for petty crimes, the government will have the ability to group a ton of guys who just hanging out label them a "gang" then have them do fed time based on the new statues they will be setting in place.
