I think bully could actually figure that out cause visually if bully put the paws on you. That look is convincing and I feel if he got to cut his do you know who I am and got to explain why or who bully ray was. Plus, use the mastermind swerve setup from aces and eights but flip it with no stable but as a component of the character. Meaning he shows he calculates his moves to get to the beat down.
Then of course he cuts the do you know who I am catchphrase.
With the inevitable Devon swerve because shyt we need it one more time on the WWE stage and they can always be put back together and it could always be setup where bully explains he played us using Devon to get notice and further up the card.
Alluding to the whole brass ring deal and Devon was in on it.

I think it works that simple. Since the WWE seems to work real well with central origin themes around one event, lately.
I think it would work and even if it plays put on the brand extension and bully gets a split from Devon.
If it fails you just reconcile them for the nostalgia run for the titles. Or, in vkm's case the WWE style ol timer sqaush burial like vkm does every former me guy not hbk to hhh. From superstar bully graham to Hogan and rock before he came back after the brock squash.
I think bully could do well in that run.
They just need to give bully content that shows his desire like how he got to showcase in the bytch cry promo as an extension of the overall work with PC to pg tones and I feel it could work.
Bully's hair is so awful and his little hat works as just a foil to hide it.
He has tons of stuff that could work simply for the bully ray gimmick.
Not to mention the payoff when he finally loses is a marketing campaign like the new if you see a bully commercials.
It even has an official emoji that WWE could spawn off of and make a bully ray emoji.
There are simple basic drawing principals that bully has and I think they translate to WWE.
Even of they were not done right.
I feel if you gave bully even some of the garbage that sheamus to add gets or even rusev. It could work even better for bully to propel him and get the draw and reaction the WWE requires to hold up as a me mainstay on the card.
