Not really. They just in the middle. Most of the well to do will stay in their country, send their kids to the best schools and run their country. Now the poorest who win the VISA lottery aren't the best either but they come with a purpose. Most ppl in Black areas outside of America lack resources and opportunity and there is expectation as well for you to do well in America. You simply can't compare it to the average.

The Haitian and African immigrants I've come in contact with had resources and/or stature in their home country that helped them navigate the immigration process.
Whenever they were comfortable enough around me I would get the "talk" about how they were different from American blacks.
I had a Haitian co-worker whose father was in the military back in the day. I'm sure that helped his family move the process along. The African cats I came across in undergrad and grad school had some generational wealth.
Now Arabs, South Asians, and East Asians are a whole different level when it comes to having money and coming over here like pretending like they started with nothing.
