Could the rep system be used to vet new posters?

Have some sort of trial phase with limited access.. during which, established posters could endorse the new poster for full membership via rep?

In case someone played the role, then starts furiously shyt posting:

Permaban the poster with the lowest rep every year. Maybe bottom 5. That way the very worst of the worst will have a way to get banned over time without having to do something overt.

Edit: maybe newbs have to get x number of daps before they can move beyond the front lobby
