Like this is basically a shelter, The real question is “is this up to code” and the answer is no, but its still a better option for a lot of homeless people than people want to admit. Dormitory style shelters are often the main reason the homeless say they prefer the streets. Homeless addicts stealing and assaulting other homeless people are rampant. Plus you share a space with people on drugs and mental problems.
