Staring means she might be attracted but not necessarily interested imo. It could means shes too shy to say something but the only way to find out is to approach her randomly and see how she reacts

An example I have is my ex stared me down when I first met her but never said anything or directly approached me. We eventually became cool and later she told me it was because she had a dude but liked me too
