On a $1200 budget I would recommend Colombia. Cartagena is pretty cheap and not far plus it has beaches. I've heard Medellin and Bogota are cool too but I haven't been so I can't speak on those. Obviously if you speak Spanish you'll have a much better time. At the least I would recommend having a translate app.

If domestic I'd recommend Miami for the beaches but $1200 isn't going to do a whole lot for you like Colombia would.

Once people figure out you're American or European they're cool. There are a lot of Africans (Dark, from sahel or more southern countries) illegally moving through the country as they try to catch boats and head to Europe. I saw much more general 'diversity' there than I did in Jordan. Like anywhere really, because they know you're western, they'll try all sorts of tricks to hustle you.
