What constitutes a rapper being relevant

Like I hear people say nelly ti ludicrous jada fab etc. aren't relevant or as relevant. What exactly makes a rapper relevant in y'all eyes

I don't think anyone has ever sat down and defined this.

I remember someone in here swore young thug was relevant while joey badass wasn't despite the fact that Joey badass moved 250k units while thug only moved 15k units (this was last year before riaa changed the streaming rules)

Migos be doing the same numbers as thug but people see them as relevant too
