He's basically saying that Jay isn't reckless compared to other street nikkas.
He's not going to jump out the window on you just because you try to make a scene. If you wanted to score some points off him in public by talking loud and making threats you he'd probably just let you run your mouth until he can find a way to get you back...Eg. Camron.
I don't think that necessarily means he's a punk in the traditional sense, he's done his dirt and what not but compared to a personality like 50's, he's really laid back and calculative.
